Money, time, location, snowfall, and of course, Park staff make for a good park.
My local mountain that has somehow found it in their budget to hire 35+ Ski instructors, but not re-fabricate their rails/boxes, or even rake the parks more than once a weekend. They've also added a new Triple, with the treadmill like thingy on it, which is fucking ridiculous, because it's a small mountain, only 45 trails or so, and add new additions to the lodge. I'm fairly certain they don't have full-time park staff, and have 2-4 park rangers/fabricators/welders all together? No dedicated grooming either.
