OK HERES HTE EXPLANATION---the electrons that make up the screen of your computer are not there permanantly.....they dont shine forever.....they are flashing super fast at about 100 times per second....so when you wave your hand in front it makes your eyes realize htat hte screen is blinking....instead of being still....this does not work for like new laptops because im not sure actually but it doesnt work for my laptop
my mom plucks my ball hair at night when im sleeping and glues them to her eyesbrows cuz she had a terrible camping incident when she was younger and her eyebrows never grew back, shes been doing this since i was 13 im gonna have to start chargin that fat bitch for my hair
same thing happens (sorta) with flourescent lighting. Move your eyes up and down really really fast while you look at a flourescent light. You'll see a bunch of different lights, instead of one smooth line. Then, do the same thing with an incandescent light. Smooth.

^ yes. it's how many frames per second the screen is running at. that's why cameras get the weird thing when they look at tvs or computer screens, because the rates of the frames aren't equal.
and laptops/LCD monitors don't do that becuase they're constantly on, much like the display on a cellphone. the little pixels are controlled independently and don't refresh every second, they just change when they're told to.
