if they are loose you will get shin bang and toe bang. tighten them up. if you are talking about the flex, hard or soft, its all opinion and ski level. go to your local ski shop and they will have all the answers

Very tight, the less movement the better.

Your boots should not need to be tight to restrict movement... For example, I have an awesome pair of Head Raptors, bur because my ankle is so narrow, and the liners are so packed, my ankle can roll to the outside in my boot, no matter how much I tighten them down. It kinda sucks, but on the bright side I have mega strong ankles this season.

solid handshake, not too tight, not too loose.

They should cut off the circulation in your feet and cramp the shit out of your arches.

keep them tight enough to keep your foot in place and not moving around, but not too tight that you cant feel your feet. you will get shin/toe bang if you have them too loose but you can bruise your ankles if its too tight.
sparknotes: tighten until your shin hurts, and then go down just a little until there isn't too much pressure.

Loose enough so that they fall off when you fall, otherwise you may break your leg or screw up your knee.
But no definetly a nice solid fit, like a good handshake, not too tight but definetly not loose.
