Quick photoshop help

In my old version of photoshop when i pasted something onto an image i could drag the size and scale, but in my new one CS4 i can't

is there a way to do this in cs4?

Yeah, and when you're scaling, hold shift to keep it proportional. Hold alt to scale from the center of the image and I think spacebar is to move it too.
