MAYBE CALLOUT: [Julien]

So basically im pretty sure ive been scammed.
heres what happened so far. He said he shipped a while ago but nothing. I paid for a couple NS shirts and a backpack (40 dollars) and did not receive them. I am confused about this because ive used julien before and hes been legit.. i know its 40 dollars but still i dont like being lied to. He's been offline for more than 30 days so thats why i decided to call him out.
