No. This is the distinction between MSRP (Manufacturer's Suggested Retail Price) and MAP (Minimum Advertised Price). MSRP is full price, while MAP is the nationwide discounted price that the manufacturers set which a shop cannot advertise below at.
Shops are allowed to sell their product anywhere between the MAP and the MSRP, with most shops choosing to go low at the MAP. So technically, the shops are offering a sale because they could charge more (for example, full MSRP), but that would be stupid given how many shops sell product at MAP.
