How to make this effect?

Hey guys so right now I am working with after effects and vegas pro and was just wondering if anyone knew if you can do this effect on any of those programs. If not let me know what progam I should use! I know it is just a color correction/glare effect but on after effects I can only figure out the sort of single spot glare.... Anyways let me know!!!

BTW I'm wondering about the blue and purple color correction thing he uses to switch clips.
