the second part is nothing new, at least the technological part of it. They have i-pass at most toll booths where you can just drive right through and pay online later, or you are automatically charged if you sign up earlier.
Meh. Sure, it achieves the goal of less pollution, but now some people who would be much better off driving cannot afford to get into the city by car. If anything, this would just reward really wealthy people.
