its a shame that this bill is even being considered but i doubt it would pass. Im sure a company like Google (which we all know owns youtube) has a few lobbyists working for them. and im sure they have the ear of a few politicians. plus the FCC of all people is against it.

Not allow ISP's to filter websites
eg. Give Bing a better connection speed than Google... and not be able to discriminate against high bandwidth content eg. Torrents or HD Movies... why, because thats like UPS filtering your packages and sending some and throwing away others.
However ISP's should be able to limit your connection speed, and cap your usage. eg. if I get 10mb down and 1up I should be able to use that bandwidth for anything I please, just so long as I dont go over that limit, or reach a cap I have on my account.
