Is it just the stock turbo? Because if it is, they are really cheap and not really worth fixing. I saw one on Craigslist with 40k miles and no shaft play for $50 last week. I'd look into that if you can.
My advice would be to remove the 14b and the exhaust manifold (which is most likely cracked) and replace it with a small 16g and 2g manifold. The car will be a lot faster without really requiring any other supporting mods.
You can purchase an entire project car for about 400 dollars these days... the dollar has always been strong when making those shit boxes fast.
