as for the air cooled, no not that iv ever seen. As for keeping them tosty warm, yes. There called boot warmers, one of the brands is thermo feet.
Basicly its a battery pack that you clip to the outside of your boot. Then you lead a wire down the the foot bed and put the heated in sole into the liner.

Probably not a bad idea, the little Catch-22 is that if you have holes for ventilation, they're probably going to get pretty wet since you'll be using them in slushy conditions. The snow is going to melt, and water is going to leak into your boots.
