THAT WAS EVAN RAPS. It looks exactly like him, and to explain the Oakley shirt...he has no clothing sponsor and Tanner is his best friend who is paid by Oakley to tell people about Oakley, so maybe Tanner gave it to him or maybe he just bought it. Or he could have gotten sponsored by Oakley.
